ASUP Strike: No going back, lecturers say

<strong>The polytechnic lecturers’ union also appealed to delegates 
to the National Conference to address the lingering issues of its 
members.</strong><br />

The National Executive Council, NEC, of the Academic Staff Union of 
Polytechnics, ASUP, has again reiterated its resolve to continue its 
ongoing nationwide strike.<br />

ASUP made its intention known on Friday at the end of its 76th 
meeting held at Akperan Orshi College of Agriculture, Yandev, Benue 
State. from March 10 till 14, 2014.<br />

In a communiqué signed by its National Publicity Secretary, Clement 
Chiirman, the union expressed disappointment over the increasing 
insecurity in the country.<br />

The union urged members to continue the ongoing strike until all the 
issues tabled before government are satisfactorily addressed.<br />

“The culpable insensitivity of government towards resolution of the 
13 core outstanding issues that precipitated the on-going ASUP strike 
among which are the non-establishment of National Polytechnic 
Commission, the delay in provision of policy frameworks for the 
elimination of HND/Degree dichotomy, re-negotiation of the 2009 FGN/ASUP
 agreement and non-implementation of CONTISS 15 migration for the lower 
cadres,” the body said.<br />

“Government should urgently include monotechnics and colleges of 
technologies as beneficiaries of TETfund interventions projects and also
 the ongoing Needs Assessment of public polytechnics. Rectors of 
polytechnics should follow due process in carrying out their functions 
to avoid industrial breakdowns and consequent performance standstill in 
the various polytechnics and monotechnics.”<br />

The communiqué also suggested that the appointment of rectors should 
be done from within the academics of the polytechnic system to create 
self-actualization among the members of the system.<br />

ASUP also appealed to delegates to the National Conference, billed to open Monday, to address the lingering issues of the union.<br />

“ASUP wants the nomination/selection of delegates to the National 
Conference to reflect the wishes of the people, in order to guarantee 
free and genuine participation of the participants of the conference,” 
the union said in the communiqué.<br />

The union decried the increasing spate of security challenges in 
Nigeria, especially as they affect staff and students of educational 
institutions in Nigeria. It also lamented the re-emergence of 
fuel scarcity and its implications on the well-being of the economy.<br />

ASUP condemned the growing political tension being generated by the 
Nigerian political class and its consequences on the unity and future of
 the nation.<br />

 (AFP) – Boko Haram has claimed responsibility for an attack on a key 
military barracks in the northeastern city of Maiduguri, in a new video 
obtained on Monday by AFP that warns of further bloodshed, including 
against civilians.<br />
“We carried out the attacks in Maiduguri (on 
March 14),” said a man dressed in white, wearing black headgear and 
carrying an assault rifle, claiming to be the group’s leader, Abubakar 
Shekau.<br />
The man appeared younger, thinner and with different 
mannerisms from older videos, which could prompt fresh questions about 
whether the militant leader, who had previously been reported killed, is
 still alive.<br />
Shekau has been declared a global terrorist by the 
United States, which put a $7 million (5.1-million-euro) bounty on his 
head. Nigeria has separately offered 50 million naira ($300,000) for 
information leading to his capture or death.<br />
He was reported to 
have been killed in a gun battle in the northeast between July 25 and 
August 3 last year, although a man resembling him has featured in a 
number of videos since then.<br />
Nigeria’s military has yet to confirm
 officially whether Shekau is still alive and defence spokesman Chris 
Olukolade has said that whoever was making the claims in the videos was 
immaterial.<br />
“That’s not the issue in this matter. They’re all terrorists,” he told AFP in a March 14 interview.<br />
In
 the latest video, which was obtained via the same channels as previous 
statements, the man claiming to be Shekau speaks for 37 minutes in the 
local Hausa and Kanuri languages, as well as Arabic.<br />
Footage then 
follows showing what appear to be heavily armed Boko Haram fighters 
arriving in pick-up trucks and firing on the Giwa barracks with assault 
rifles and rocket propelled grenades.<br />

was under fire yesterday from Fulani herdsmen who turned the town to a

No fewer than 25 farmers were killed by the militia who bore sophisticated weapons.<br />

No fewer than 50 were injured. A few of them were taken to the 
hospital in the state capital, Makurdi, where they are receiving 
treatment.<br />

The attack is a continuation of the onslaught on Tiv villages by the 
Fulani herdsmen who were suspected to have attacked Governor Gabriel 
Suswam’s convoy when he visited the area.<br />

Minister of State for Trade and Investment Chief Samuel Ortom who hais from the local government, cried out yesterday.<br />

Ortom lost his house in an earlier invasion.<br />

Narrating how the invasion was carried out, the Senior Special 
Assistant to the governor on Investment, Abraham Kwaghga, who also hails
 from the local government, said: The Fulani militia, numbering over 
200, launched the attack on the town at 10am, when residents were in the
 church.<br />

“Some came through the bank of River Benue. Others came through 
Nassarawa State road and positioned themselves on the west side of 
Gbajimba town. Those that came through the River Bank launched attack 
first. Others started shooting and killing indiscriminately. I saw about
 20 bodies on the ground,” said Kwaghga.<br />

The governor’s assistant said he took five wounded victims to the 
Benue State University Hospital Makurdi. He put the number of injured at
 about 50.<br />

Kwaghga alleged that the Divisional Police Officer(DPO) and his men 
fled the town, leaving the unarmed peasant farmers at the mercy of the 
militia.<br />

Doctors of the Benue State University Teaching Hospital recommended 
x-ray for the victims so as to determine where the bullets were lodged 
in their bodies.<br />

Mr. Cephas Hough, said five persons with bullets wounds were on admission.<br />

Police spokesman Daniel Ezeala said he was yet to get in touch with his men in the crisis area.<br />

Ortom, a one-time chairman of Guma Local Government told The Nation 
on phone that “Fulani hired mercenaries have taken over Gbajimba, 
shooting and killing”.<br />

Benue State Deputy Governor Steven Lawani pledged that residents would reclaim their land being occupied by Fulani herdsmen.<br />

He spoke at a thanksgiving service organised yesterday by the family 
of the late Conrad Wergba, the deceased Water Resources Commissioner, at
 NKST Central Church, Wadata in Makurdi.<br />

He described the invaders as terrorists who took the peace-loving 
people by surprise, adding that working with the Federal Government the 
state would work towards pushing the invaders out of the land.<br />

Lawani said distribution of relief materials to the displaced would 
begin today adding that the delay was as a result of the sorting out of 
logistics details.<br />

The mother of the deceased, Madam Christiana Wergba, said it would 
have been better if she had died and her son buried her. She said God, 
however, took him when he was prepared to meet Him.<br />

<i>Reuters</i> reported on Sunday that the attack on the market was said to have been carried out on Saturday night.</div>

“I travelled to Bama to buy bags of 
beans. Suddenly, there was a deafening bang at the middle of the market.
 It was in the late afternoon and commercial activities were at their 
peak,” said Shuaibu Abdulahi, a trader at the market. He estimated the 
death toll to be as high as 29.</div>
<div style="text-align: justify;">
Abba Tahir, a bus driver who was said to be offloading passengers at the market during the incident, said he counted 20 bodies.</div>
<div style="text-align: justify;">
“People were helping in evacuating the 
corpses after the confusion had died down. Some people who were injured 
were taken to the general hospital,” Tahir added.</div>
<div style="text-align: justify;">
There was no claim of responsibility for the attack yet as of the time of this report.</div>
<div style="text-align: justify;">
Borno State Police Commissioner,, Mr. 
Lawal Tanko, who confirmed the incident, was quoted as saying, “An 
explosion in the market in Nguro-Soye killed 17 people.”</div>
<div style="text-align: justify;">
Bama is a border town and the headquarter
 of the Bama Local Government Area of Borno State. It is about 135 
kilometres from Maiduguri, the state capital.</div>
<div style="text-align: justify;">
The town is not new to attacks by the 
Boko Haram insurgents. The 202 Army Battalion Barracks located in the 
town was hit by Boko Haram in December 2013.</div>
<div style="text-align: justify;">
Several women and children, mostly wives 
and wards of soldiers, who battled the insurgents for over seven hours, 
were killed in the attack launched at about 3 am.</div>
<div style="text-align: justify;">
On February 19 this year, the insurgents 
also  attacked Bama.Confirming the February attack, Governor Kashim 
Shettima had said the attackers “inflicted a lot of damage on the town.”
 A Borno State senator, Ahmed Zanna, had then told the BBC that the 
attack on Bama lasted for five hours.</div>
<div style="text-align: justify;">
Boko Haram has killed well over 1,500 
people in the North-East zone since the sect launched its war against 
the Federal Government.</div>
<div style="text-align: justify;">
In the course of their bombing campaign, 
the insurgents have attacked military and police facilities, worship 
houses, markets and drinking joints.</div>
<div style="text-align: justify;">
At the height of the Boko Haram notoriety
 in May last year, the Federal Government slammed a six-month state of 
emergency on three north-eastern states of Yobe, Adamawa and Borno.</div>
<div style="text-align: justify;">
The emergency measure was renewed for 
another six months in November but while the military claimed to be 
having the upper hand in the battle against the insurgents, the sect 
members continued to launch attacks with devastating consequences on the
 civilian population.</div>
<div style="text-align: justify;">
On February 24, the insurgents attacked 
the Federal Government College, Buni Yadi,in the Gujba Local Government 
Area of Yobe State.</div>
<div style="text-align: justify;">
Yobe State Police Commissioner, Sanusi 
Rufai, had then said that 29 male students were killed during the attack
 but at least 40 students were believed to have been murdered.</div>
<div style="text-align: justify;">
The insurgents, who reportedly severed the heads of many of the victims, also burnt down buildings in the school.</div>
<div style="text-align: justify;">
The development forced the Federal 
Government to announce early in March the closure of its five unity 
schools in the North-East.</div>
<div style="text-align: justify;">
Meanwhile, security agents in a church in
 Jos, Plateau State, on Sunday prevented an attack on worshippers by 
gunmen suspected to be Fulani herdsmen.</div>
<div style="text-align: justify;">
The gunmen were said to have targeted the
 church located at the Rantya low cost area of Nyago Gyel district in 
the Jos South Local Government Area. They had descended from the hills 
and were about to launch the attack when a member of the church’s 
security team spotted them.</div>
<div style="text-align: justify;">
Though the gunmen, in their hundreds, 
immediately started shooting sporadically in the direction of the 
church, they were repelled by men of the Special Task Force.</div>
<div style="text-align: justify;">
An eyewitness, Mr. Godwin Okoko, told one
 of our correspondents that but for the vigilance of the police and 
soldiers attached to the STF, who responded to distress calls by the 
worshippers, the gunmen would have succeeded.</div>
<div style="text-align: justify;">
Okoko said about 1,000 people were in the
 church  at about 10am preparing to commence Sunday worship  “when the 
gunmen  started descending from the hills and started shooting but were 
swiftly  repelled by men of the STF.”</div>
<div style="text-align: justify;">
Okoko is the country coordinator of a non-governmental organisation, Apurimac Onlus.</div>
<div style="text-align: justify;">
Plateau State Police Commissioner, Mr. Chris Olakpe, confirmed the incident to our correspondent on Sunday.</div>

He said that no life was lost and nobody was arrested.</div>

Nigerian Government pleads with ASUP, COEASU to call off strike

The Academic Staff Union of Polytechnics (ASUP) Saturday instructed its
 members to shut the classroom doors against their students from 
tomorrow, saying there is no going back on the strike it called, seeing 
that the Federal is toying with the demand of the union.</div>
<div style="text-align: justify;">
National President of the union, Comrade Chibuzor Asumogha, who spoke 
with THISDAY, said “it is true that we met with the Minister of 
Education on Friday, but there are certain things we discussed and 
agreed on, which he has not done, so we’re going ahead with the strike.”</div>
<div style="text-align: justify;">
Throwing further light on the matter, the National Publicity Secretary 
of the union, Comrade Chirman Clement Selchum, said the meeting with the
 interim Education Minister, Honourable Nyeson Wike, and his Labour 
Ministry counterpart, Hon Emeka Wogu, ended on Friday evening with the 
agreement that Wike should go back and announce the list of members of 
the Needs Assessment of Polytechnics, which he said the Federal 
Government had already approved and constituted, and also to release the
 white paper of visitation to Federal Polytechnics, which, he said, is 
already being worked on.</div>
<div style="text-align: justify;">
“But the minister went back, called the press and told them a different
 thing from what was agreed upon at the meeting, “ he said, adding  
“Wike also went ahead to tell the public that the strike will therefore 
not go ahead, “ querying whether it was the Minister that should tell 
the union members on whether or not they were going ahead with the 
strike.</div>
<div style="text-align: justify;">
Chirman reiterated that “for the avoidance of doubt, the union is going
 ahead with the strike action until all its demands have been meet by 
the government,”  lamenting that government seems not to be sincere with
 its dealing with the union.</div>

He added that “government has not even explained to us where it will 
get the fund for the circular for the CONTISS 15 that it has released, 
because NBTE said it has no money for that, since such arrangement was

Emergency Management Agency (NEMA), Mr. Ibrahim Farinloye, "the fire 
started around 6:05am this morning, Wednesday, March 19, when a tanker 
loaded with 33,000 litres was trying to enter the filling station but 
vehicles on queue did not give it free access and in the process an iron
 punctured tanker leading to the Premium Motor Spirit (PMS) also known 
as petrol gushing out and the fire outbreak followed."<br />

Farinloye said, "two cars, 2 buses, including a commercial bus and one jeep suv were burnt down completely.<br />
 Fire was brought under control around 7:30am with four fire fighting 
tankers from state fire service, one from federal and one from

NIS death: 'My daughter was preparing for her wedding'

Two of the five corpses that were brought in on Saturday
 to the Braithwait Memorial hospital from the venue of the screening 
exercise conducted by the Nigeria Immigration Service, NIS, at the 
Liberation stadium, Port Harcourt haver been identified by relatives.

Chief Medical Director, Rivers state Hospital Management Board, Dr Okere
 Iragonima who confirmed this to newsmen said relatives were yet to come
 for the other three corpses, adding that one of them may have come from
 another state for the exercise that Saturday.

Continuing, Dr Iragonima said a total of twenty four casualties were 
rushed to the hospital that Saturday and had been treated and 
discharged.

Meantime, mother of one of the deceased, Mrs Victoria Amah said her 
daughter, Grace was preparing for her wedding slated for April 9 this 
year.

According to the mother, her daughter, Grace had already shopped for the
 wedding before the sad incident. She said the daughter went to Aba to
                buy things for her wedding ceremony on the eve of the screening 
exercise.

While lamenting the death she said she would take solace in the almighty
 God. Continuing, Mrs Amah said she only became aware that her daughter 
had died when relatives called to inform her.

The Controller of Immigration in Rivers State, Steve Fimibama was at the
 BMH Wednesday and was briefed of the casualty figure and death toll. Mr
 Fimibama condoled with the families that lost dear ones during the

ASUP UPDATE: ASUP decries political tension in the country

THE Academic Staff Union of Polytechnics, ASUP, decried the growing 
political tension in the country warning politicians not to endanger the
 unity of the country.
In a communique at the end of its National Executive Council, NEC, 
held at Yandev, Benue State and made available to journalists in Jos, 
the union advised the political class to weigh the possible consequence 
of the actions and utterances on the unity and future of the country.<br />

The communique signed by the National Publicity Secretary, Comrade 
Clement Chirman, decried the culture of impunity among politicians 
urging them to be more statesmanly and mature in their activities.<br />

The union expressed deep concern over the level of insecurity in the 
country especially in educational institutions and called on government 
and other stakeholders to demonstrate genuine commitment to guaranteeing
 the security of lives and property of Nigerians. It again vowed to 
continue the ongoing strike by its members until government addresses 
issues tabled by the union because of what it called “the culpable 
insensitivity of government towards resolution of the 13 core 
outstanding issues that precipitated the on-going ASUP strike.”<br />

It listed the issues to include, the non-establishment of National 
Polytechnics Commission, the delay in provision of policy frameworks for
 the elimination of HND/Degree dichotomy, re-negotiation of the 2009 
FGN/ASUP agreement and non-implementation of CONTISS 15 migration for 
the lower cadres.<br />

The communiques tasked government to urgently include monotechnics 
and colleges of technologies as beneficiaries of the tertiary education 
trust fund, TETFUND, intervention projects and also the ongoing Needs 
Assessment of public polytechnics. It added that the appointment of 
rectors should be done from within the polytechnic system to promote the
 realization of self-actualization goals among academics within the

WHAT A SAD STORY<br />
  I feel that I should also share experience of my<br /> roommate in school. Her name is Linda; a 300 level<br /> student of the Chemical engineering department. It<span class="text_exposed_show"><br /> happened that she met this man from a particular<br /> social network called “badoo”. At first, she was<br /> always excited every evening when this man<br /> calls her on phone. I was genuinely so much happy<br /> for<br /> her, because she has gone<br /> through a lot in the hands of<br /> terrible men. The man on this particular day invited her to<br /> his country side, but since she has not met with him<br /> before,<br /> she begged me to accompany<br /> her to the place. So we both<br /> decided to make a 6hour trip just to make her happy.<br /> Meanwhile, I called my Pastor and told him about it,<br /> he tried<br /> to stop me from following<br /> her. I never wanted to look<br /> like enemy of progress; I decided to pray and ignore my<br /> pastor and follow her on that said day. On getting to<br /> the said<br /> address, he was there waiting<br /> for us. We exchanged<br /> pleasantry as we followed him to the room where we will<br /> pass the night, so I excused myself from the room to<br /> allow them have plenty of<br /> time to themselves. I didn’t<br /> eat from him that night<br /> because we ate on the road while coming. I was just too tired, so I dosed off.<br /> Around<br /> 2:15am exactly, I heard some<br /> noise, so woke up and turn on<br /> the light in the sitting room, it<br /> sounded like a serious struggle. So in my mind I felt probably they were having sex, I<br /> tried<br /> to ignore the noise, but I was<br /> kind of disturbed. Linda<br /> managed to let out a scream<br /> calling out my name, immediately I jumped up. I dashed straight to the<br /> door, it<br /> was locked, I did all I can to<br /> open it, but no avail, I no<br /> remember the technique my<br /> younger brother taught me about door locks, so I immediately tried it on the<br /> door and it open. I was in<br /> shocked when I discover a<br /> snake swallowing my<br /> roommate, which was all I<br /> remembered. Next was that, I woke, but the snake was just still and<br /> calm steering at me, it couldn’t<br /> make any move, I ran out to<br /> call for help that morning, it<br /> around 6:40am, so passersby came by to help, but it<br /> was too late. They killed the snake,<br /> but she was dead. I feel that I should also share experience of my
roommate in school. Her name is Linda; a 300 level
student of the Chemical engineering department. It
happened that she met this man from a particular
social network called “badoo”. At first, she was
always excited every evening when this man
calls her on phone. I was genuinely so much happy
for
her, because she has gone
through a lot in the hands of
terrible men. The man on this particular day invited her to
his country side, but since she has not met with him
before,
she begged me to accompany
her to the place. So we both
decided to make a 6hour trip just to make her happy.
Meanwhile, I called my Pastor and told him about it,
he tried
to stop me from following
her. I never wanted to look
like enemy of progress; I decided to pray and ignore my
pastor and follow her on that said day. On getting to
the said
address, he was there waiting
for us. We exchanged
pleasantry as we followed him to the room where we will
pass the night, so I excused myself from the room to
allow them have plenty of
time to themselves. I didn’t
eat from him that night
because we ate on the road while coming. I was just too tired, so I dosed off.
Around
2:15am exactly, I heard some
noise, so woke up and turn on
the light in the sitting room, it
sounded like a serious struggle. So in my mind I felt probably they were having sex, I
tried
to ignore the noise, but I was
kind of disturbed. Linda
managed to let out a scream
calling out my name, immediately I jumped up. I dashed straight to the
door, it
was locked, I did all I can to
open it, but no avail, I no
remember the technique my
younger brother taught me about door locks, so I immediately tried it on the
door and it open. I was in
shocked when I discover a
snake swallowing my
roommate, which was all I
remembered. Next was that, I woke, but the snake was just still and
calm steering at me, it couldn’t
make any move, I ran out to
call for help that morning, it
around 6:40am, so passersby came by to help, but it
was too late. They killed the snake,
but she was dead. It was just
too late, too late. *Tears.* Prayer:
Now I decree, to you reading
this, every power from the pit
of hell assign to terminate your life, I command the fire
from the throne of God to destroy it utterly in Jesus
name amen.

According to a report by <a href="http://www.punchng.com/news/mother-sells-three-day-old-baby-for-n260000/" style="border-bottom-color: rgb(225, 184, 184); color: #722b2b; text-decoration: none;" target="_blank">Punch</a>, a nursing mother in Akwa Ibom named Imaobong Udoh (pictured above) has been arrested for allegedly selling her 3-day old baby girl for N260,000. Also arrested along with Imaobong were four persons for allegedly participating in the theft of the baby.</blockquote>

They are the buyer, Mrs. Regina James; her husband, Mfon James; the traditional birth attendant who delivered the baby, Mrs. Comfort Henry; and Mr Emmanuel Okon, a homeopathic doctor, who arranged the sale.</blockquote>

Commissioner of Police, Mr. Umar Gwadabe, said in Uyo on Monday that the father of the baby had reported the theft to the police, leading to the arrest of the suspects</blockquote>

Gwadabe said, “On March 3, 2014, a case of child stealing was reported by Mr. Eteobong James, of No. 33 Urua Ekpa Road, Itu Local Governmnet Area, to the police, where a three-day-old baby girl was sold for N260, 000.</div>

“Based on the report, the suspects were arrested.</div>

“Mr Emmanuel Etim Okon, was the one that arranged the infamous deal and personally conveyed the baby from the point of delivery at Nna-Enin in Uruan Local Government Area to the buyers at No. 37 Church Road, Uyo.”</div>

The police boss explained that Regina allegedly paid N150,000 to the mother of the baby and N110,000 to Okon, the homeopathic doctor, for his services.</div>

The commissioner stated that the accused would soon be arraigned in court and warned child thieves to steer clear of the state.</div>

He explained that the state would not be conducive for their illicit trade.</div>

Husband of the buyer, James, who spoke with <i>PUNCH METRO</i> said when his wife told him she was pregnant, he gave her money for ante-natal care, but was surprised to hear that she bought the baby.</div>

He said, “l am a trader. My wife, Regina, told me she was pregnant and I gave her money for ante-natal. One day, she told me she was in labour and later informed me that she had been delivered of a baby girl.</div>

“I did not know she bought the baby since she has given birth to four children, though three died.”</div>

However, the homeopathic doctor said Regina brought the mother of the baby, Imaobong, to him so that he could take care of her during ante-natal.</div>

He said Regina had explained to him that the father of the baby was not financially buoyant to take care of her.</div>

He denied collecting N110,000 from Regina, stating that he only collected N30,000, which was the cost of delivery of Imaobong’s baby.</div>

The
 naira fell for a fourth day after the Central Bank of Nigeria removed 
limits on how many dollars can be sold to foreign-exchange bureaus, 
driving demand for the United States currency.</div>
<div style="text-align: justify;">
According to a <i>Bloomberg</i> report, 
the currency of Africa’s second-biggest economy retreated as much as 1.6
 per cent to 163.21 per dollar, the lowest on an intraday basis since 
September 18, before trading one per cent down at 162.30 in Lagos.</div>
<div style="text-align: justify;">
Without intervention by the CBN, it may 
retreat to 165 per dollar this week, said an analyst at the Ecobank 
Transnational Inc, Mr. Kunle Ezun, in Lagos.</div>
<div style="text-align: justify;">
The CBN removed the weekly limit of 
$250,000 that could be sold to a currency changer to “shore up liquidity
 in that segment of the foreign-exchange market,” it said in a statement
 on its website dated January 24.</div>
<div style="text-align: justify;">
The central bank is concerned that a 
widening gap between interbank and bureaux de change rates may 
precipitate speculation, the CBN Governor, Mr. Lamido Sanusi, has said.</div>
<div style="text-align: justify;">
In September, the bank banned imports of foreign currency by lenders without approval.</div>
<div style="text-align: justify;">
“The BDCs are making more dollar demands
 on banks,” Ezun said on the telephone from Lagos, adding, “Many banks 
on the other hand don’t have sufficient dollar liquidity as a result of 
central bank’s rule in September that banned the importation of cash 
without approval.”</div>

twice-weekly auctions to shore up the naira, which has dropped 3.7 per

The
 Academic Staff Union of Polytechnics is to resume its suspended strike 
on Friday  following  the inability of the Federal Government to resolve
 outstanding issues with the union.</div>
ASUP Chairman, Mr. Clement Chirman, told newsmen in Jos on Sunday 
that “the frustrating inertia of the Federal Government to convincingly 
fulfil any of the promises and agreements reached with the union before 
the suspension of the earlier strike on July 172013 shows that 
government is not serious.”<br />

Chirman said the National Executive Council after its 75th meeting 
held at the Federal Polytechnic, Bida, Niger State, resolved that the 
strike would “be total and indefinite” until  the government showed 
 committed to honouring the agreement with the union.<br />

He expressed dismay at  government penchant  for breaking agreements,
 adding that “since the union suspended its earlier strike in July, 
government has shown no commitment to fulfilling any of the promises it 
made to the union.”<br />

The union in its communiqué after the meeting in Bida decried “the 
anti-labour stance of the National Assembly as exemplified by the 
recently proposed removal of minimum wage from the exclusive legislative
 list of the constitution to the concurrent list, as well as the 
proposed legislation against declaration of industrial strike by unions 
in the tertiary sector.”<br />

ASUP also lamented government’s abuse of the laws establishing 
TETfund. And the culpable lack of commitment of the National Board for 
Technical Education to meeting the needs and demands of polytechnic 
education in Nigeria.<br />

“The CONTISS 15 Migration for Lower cadres, Needs Assessment of 
Polytechnics, release of whitepaper of visitation to Federal 
polytechnics, discrimination between polytechnics and university 
graduates in job placement and career progression and the constitution 
of Governing Councils to Federal polytechnics earlier omitted, were 
among the issues we brought before the Federal Government in the last 
negotiation, but government has failed to address any of them since 
after we suspended strike in July”, Chirman lamented.<br />

The communique said:<br />

1. That Government should without delay address all the outstanding 
standing issues including the NEEDS Assessments of the polytechnics and 
the corresponding funding, constitution of the Governing Councils of the
 remaining Federal polytechnics, CONITSS 15 Migration of the Lower 
Cadres, the removal of disparity between HND and Degree certificates, 
establishment of the National Polytechnics Commission (NPC), release of 
the Whitepaper of the visitation panels to polytechnics;<br />
2. That the National Assembly should rescind from its current 
anti-labour posture in the interest of industrial peace and our 
desperate move to rescue the endangered soul of the tertiary 
institutions in the country;<br />
3. That the National Assembly should expedite action on the review of the Polytechnic Act;<br />
4. That a vote of no confidence be passed the NBTE and further calls for
 the immediate establishment of a National Polytechnics Commission (NPC)
 to proactively cater for the needs of the sector;<br />
5. That the Nigerian political class and other interest groups should 
exercise restraint on their utterances and activities in the interest of
 peace, unity and security of the nation;<br />
6. That the Federal Government should desist from abuse of TETfund laws;<br />
7. That stakeholders in the education sector such as parents, students, 
religious leaders, the press, members of States and National assemblies 
to rise to their responsibilities of rescuing the (polytechnic) 
education sector from imminent collapse;<br />
8. That the position of ASUP on the need to appoint the rectors from within the polytechnic system remains irreversible;<br />
9. That in view of the continued insincerity of Government to honour the
 agreement reached with ASUP, NEC resolves that the union will resume 
the suspended strike with effect from 4th October, 2013. NEC sincerely 
appreciates the good people of Nigeria and all other stakeholders in the
 education sector for their sustained support in its struggles to save 
the polytechnic education from total collapse in Nigeria.<br />
